The German government proposed to the National Transitional Council and anti Libya Muammar Gaddafi to open their representative offices in Berlin.
State Department spokesman in an interview with German newspaper Berliner Zeitung reluctant to explain the proposal. He said the State Department so far has not received the petition of the National Transitional Council of Libya to take over the German embassy in Tripoli.
