Let us start the steps:
1. Meta Title and Meta Description
First entry / log in to your blog.
On Blogger Dashboard page click the option Layout / Design, and then go to Edit HTML. Then attention and look for the HTML code as below:

Once you find the HTML tags above. Replace the HTML code below.

Then, consider the meta keywords and meta description that you use.
Most often in use meta as below.

<meta name="keywords" content="your keywords">
Replace with HTML tags such as below-emoticon.blogspot.com ini.blogger
<meta expr:content='data:blog.pageTitle + "Your description of "'name='description'/>
<meta expr:content='data:blog.pageTitle + "Your Keyword "'name='keywords'/>
